Contemporary wars, particularly the Ramadan War, have demonstrated that cities and urban infrastructures are primary arenas of political, economic, and psychological conflict. In such conditions, urban management extends beyond providing public services and assumes a pivotal role in maintaining social order, supporting citizens, reconstructing urban spaces, and enhancing resilience. This study aims to reinterpret the jurisprudential and ethical responsibilities of Islamic urban management in addressing the damages caused by the Ramadan War. The research employs a qualitative descriptive-analytical approach. Data were collected through documentary studies, analysis of Islamic jurisprudential and ethical sources, crisis management documents, and semi-structured interviews with experts in Islamic jurisprudence, urban management, crisis management, and political geography. Data were analyzed using thematic analysis and three-stage coding. The findings reveal that Islamic jurisprudential principles such as La-Zarar (no harm), Itlaf (liability for destruction), Tasbib (causation), preservation of social order, and negation of hardship provide a strong foundation for defining the responsibilities of urban management during wartime. Moreover, ethical principles including justice, benevolence, human dignity, protection of the vulnerable, social responsibility, and non-discrimination establish a human-centered framework for urban crisis management. The study concludes that Islamic urban management in wartime should address not only physical reconstruction but also social cohesion, psychological support, equitable service distribution, and urban resilience. The novelty of this research lies in presenting an integrated framework based on Islamic jurisprudential and ethical foundations for urban management in contemporary wartime crises.
